Subject to the provisions made for the election of Panchayats, the State Election Commission appoints as many Returning Officers (ROs) and Assistant Returning Officers (AROs) as may be deemed necessary. These designated Returning Officers and Assistant Returning Officers carry out election related activities under the general guidance and supervision of the District Returning Officer-Collector.

. The State Election Commission, subject to the election objectives of the Panchayats (Rule 3 of Gujarat Panchayat Election Rules-12), publishes advertisement notices / instructions accordingly. This notice states last date for filing of candidature papers, date of verification of candidature papers, date of withdrawal of candidature, date of election / voting etc. The provisions of the main points for information are as follows.

. The last date for subscription will be the fifth day after the date of publication of the advertisement.

. The date for verification of subscriptions will be the day after the last date for filling up subscriptions.

. The subscription withdrawal date will be the day after the subscription verification date.

. The polling / election date should not be earlier than 10 (ten) days from the date of withdrawal of candidature.

Generally, the Counting Officer, Returning Officer will determine the place, date and time of counting at least one week before the polling date.

The Commission has made representations to the District Election Officer-Collector for the rights of Gram Panchayat, ward demarcation, allotment of seats. All the necessary management of the Gram Panchayat is done by the District Election Officer-Collector. An election-oriented program is issued from time to time by the State Election Commission.

The State Election Commission, Gujarat was constituted in September 1993 under Article 243K of the Constitution of India. The State Election Commission has been entrusted with the responsibility of conducting free, fair and impartial elections to the local bodies of the State.

Part-IX and Part-IXA were incorporated into the Constitution of India by Amendments No. 73 and No. 74 covering provisions relating to Panchayats and Municipalities respectively. These departments cover the constitution of Panchayats and Municipalities, including their elections by the State Election Commission.


The State Election Commission undertakes activities related to preparation of ward / election department, demarcation of boundaries and distribution of seats as per rules of local bodies, preparation of voter lists of local bodies like Gram Panchayat, Taluka and District Panchayats / Municipalities. Municipalities. Management and oversight of state corporations and general / mid-term / by-elections. For all these functions, the powers under Section 243 K have been delegated to the State Election Commission under which it has been empowered to direct, direct and control the election of local bodies.


According to the election rules of such local bodies, District Election Officer for Panchayat Elections, District Municipal Election Officer for Municipal Elections and City Election Officer for Municipal Elections have been appointed. A Brief History of Audubon’s Birds of America




John James Audubon (1785-1851) began to color every known (to him) North American bird within the early-nineteenth century. He eventually stopped at 435 paintings after he exhausted his personal resources. His original paintings of over one thousand birds (now owned by the New-York Historical Society), and therefore the hand-colored plates that were subsequently engraved from them, are considered unique. All the birds were painted life-size, and lots of are shown interacting with other birds and wildlife, often in violent, predatory ways.


Audubon sold the engraved plates during a subscription series in England, Europe, and North America. Original subscribers received five plates at a time (one large bird, one medium bird, three small birds) over a period between 1827 and 1838, at a price totaling about $1,000. it's thought that no quite 120 complete sets exist today. Each set consists of 435 individual plates that are based upon the first paintings. Each plate was engraved, printed, and hand colored, in large part because of Robert Havell of London.
